Overview

Responsible for supervising and managing all activities related to planning, budgeting, financial management, and service contract administration within the Township & Property Management Division.

This role includes developing operating, repair, and maintenance budgets; managing and reporting financial plans; monitoring the financial status of projects; reviewing revenue–expense reports; managing service contracts and DMA contracts; and coordinating with relevant departments to ensure financial efficiency and sustainability.

The Manager, Planning, Budgeting & Contract Management also participates in establishing revenue and cost control processes with service contractors, while advising the Division Director on financial matters.

Job description

1. Budget & Financial Management

Budget Development

  • Develop operating, repair, and maintenance budgets for each sub-zone within projects, including short-term and long-term budgets.
  • Manage and report annual financial planning, budgeting, and cost estimation for the Division.
  • Manage and report annual budgeting for after-sales, operations, and maintenance activities of projects.
  • Participate and coordinate in developing operating cost plans and cost plans for upcoming service delivery and township management contracts.

Financial Oversight

  • Monitor the financial situation of each project; support related departments in sourcing budgets and provide timely alerts on potential budget overruns.
  • Review monthly revenue and expense reports from O&M contractors to ensure all expenses and collections are reasonable.
  • Oversee project financials and coordinate the control and tracking of revenue and expenses according to approved budgets.

Financial Reporting

  • Provide financial performance assessments for the Division.
  • Participate in cross-functional financial projects to ensure the long-term sustainability of the township.
  • Advise and provide recommendations to the Division Director on financial matters.

2. Contract & Service Management

Contract Development and Management

  • Participate in developing and managing service contracts and DMA contracts.
  • Track and notify relevant departments of required tendering activities or contract renewals.
  • Participate in contractor selection to maximize company benefits and ensure smooth handover to operation management.

System & Process Management

  • Establish systematic procedures to control revenue and expenses from service contractors.

3. Fee Calculation & Cash Flow Planning

Project Fee Calculation

  • Responsible for calculating management fees for projects, coordinating with relevant departments to ensure alignment with timelines and sales policies.

Cash Flow Planning

  • Develop cash flow plans to ensure stable financial resources for the company and smooth operations for new projects.

4. Stakeholder Engagement

  • Participate in developing operating cost plans and cost plans for upcoming service and township management contracts.
  • Monitor the financial status of each project, support departments in sourcing budgets, and issue early warnings of potential overruns.
  • Participate in cross-functional financial initiatives to ensure township sustainability.

Requirements

Qualifications / Experience

  • Bachelor’s degree or higher, preferably in Business Administration, Finance, Accounting, or related fields.
  • At least 5 years of experience in budgeting, financial management, and service contract administration; minimum 3 years in an equivalent managerial role preferred.
  • English communication proficiency.

Knowledge, Skills & Competencies

  • Strong knowledge of budgeting, financial planning, and financial oversight.
  • Understanding of financial processes and cost control principles.
  • Knowledge of contract management principles and procedures.
  • Understanding of contract law and relevant legal regulations.
  • Strong foundation in business administration, financial management, and accounting.
  • Knowledge of asset management and related legal requirements.
  • Understanding of corporate administrative processes and operations.
  • Ability to monitor and control project financial performance.
  • Strong analytical skills with the ability to evaluate and propose measures when budget risks arise.
  • Knowledge of tendering processes, contractor selection, and contract management.
