Overview

Responsible for the management and operation of urban areas including:

  • Legal management and operation of residential areas
  • Calculating management fees, checking budgets, revenues, and costs of projects
  • Paying subcontractors and collecting money from DMA contracts
  • Handing over the management and operation fund and maintenance fund to relevant parties

Job description

1. Operation management activities, service contract management

  • Legal control of documents, official dispatches, contracts, agreements... with relevant parties including authorities, Management Boards/Self-management Boards and residents
  • Control the signing of contracts with relevant parties, contracts and DMA contract appendices for projects, as well as control and ensure revenue from DMA
  • Control the signing of contracts with service providers to ensure that operations at projects and contracts are completed according to the operation roadmap, control payment records according to the terms of the contract and actual operations
  • Participate and be responsible for calculating management fees for projects (if any) and develop appropriate operating plans and cash flows
  • Ensure the handover to Management Boards/Self-management Boards is complete and in compliance with legal regulations

2. Customer service and resident community management

  • Propose solutions Project selection of service contractors in operations to improve service quality
  • Participate in developing an effective plan to collect internal and external management fees
  • Participate in controlling project issues that pose a risk of media crisis, affecting the reputation of the urban area and NLG.

3. Establish and control budgets & payment records

  • Work and coordinate with the management company to establish a budget for operating the building and urban area. Ensure the operational efficiency of the project according to service standards
  • Control the budget submission of projects and monthly revenue and expenditure compared with the approved budget
  • Check the monthly financial reports of all projects to ensure that revenue and expenditure are reasonable and in compliance with the approved budget.
  • Establish, review and control budgets with relevant parties to ensure revenue and expenses are consistent with approved business results at each point in time
  • Develop a master plan for cash flow of projects, provide advice to the Board of Directors to ensure effectiveness.
  • Develop a human resource plan based on the project's operating budget after receiving and putting into operation
  • Control payment records of all projects to ensure that the cost of the buildings does not exceed the approved budget
  • Control payment records submitted for approval within the prescribed time

4. Manage the project's asset and tool list

  • Coordinate with the management company to create a list of asset management, tools and equipment at the projects. Ensure full items and quantity during operation and handover to the Management Board according to regulations

5. Manage related partners

  • Coordinate with other Blocks/Departments in NLG to meet the process, standards... according to the strategic direction from the group.
  • Closely monitor the signing of DMA general contracts with Investors, and ensure the revenue is collected according to plan.
  • Closely monitor all revenue and expenditure of the projects
  • Develop strategic partners and service providers to get the best service fees.

Requirements

1. Qualifications / Experience

  • University degree or higher, priority given to Business Administration, Construction Engineering, Operation Management or related fields.
  • At least 5-7 years of experience in project operation management, real estate or urban area management.
  • Experience working with operational support services such as security, safety, legal, and asset management.
  • Experience in contract management, monitoring the implementation of service contracts and evaluating service providers.
  • Priority: Experience working with state management agencies and partner units.
  • Proficient in English

  • Understanding of financial management, budget control, and processing of payment records of projects.
